Follow the money would suggest these entities control WHO far more than China and claims by Senger and others that China controls WHO I think really reference more the new rivalry between an up and coming China trying to get a bit more than crumbs in int'l institutions. The US very likely still calls almost all the shots in these int'l bodies, but that too is crumbling over time.
