This all fits with the US 'biodefense' enterprise (aka 'health security' agenda) and its penchant for bioterror alarmism (as Whitney Webb calls it).

The powers that be use the boogeyman of uncertainty of "origin" as the trigger for the response.

The same people running the global racket (mostly influential Americans with glaring conflicts of interest) admit the origin of any given 'biothreat' doesn't matter: it's always a 'national security' concern whether natural, accidental or malicious in origin (or unproven).

Donna Shalala and Tom Ridge of the Bipartisan Commission on Biodefense seem to emphasize this point quite a lot.

Somehow we have got to rid ourselves of EUAs, GoF, "Homeland Security," and all the rest of it. But how? Maybe a return to states rights?
